try to use this method to enable the task manager
=>go to START-RUN-then key in this code =>
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableTaskMgr /t REG_DWORD /d 0 /f

If your REGISTRY has been disable also try this method also same with the 1st method=>
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f

If your COMMAND PROMPT has been disable also try this method as well=>
REG add HKCU\Software\Policies\Microsoft\Windows\System /v DisableCMD /t REG_DWORD /d 0 /f
